PaidWrite for public works

Statutory waiver, insurance, W-9 and safety-sheet review for agencies, prime contractors, and the small subcontractors who keep public projects moving.

Why public works

On a California public project a subcontractor cannot lien the property — but the same four Civil Code waiver forms (§§ 8132, 8134, 8136, 8138) still govern what they sign at every progress payment and at closeout, because each form releases stop payment notice and payment bond rights as well as lien rights. Signing an unconditional form before the check clears, or a form that departs from the statutory wording, gives up the only leverage a small sub has on a public job.

PaidWrite reads the document a sub is about to sign, compares it to the statutory text, and says in plain English or Spanish whether it is safe to sign as written. It also checks Certificates of Insurance (ACORD 25), W-9s, and 16-section Safety Data Sheets — the paperwork every prime and agency asks for before a crew can start.

Who it is for

  • Prime contractors on public works who carry small-business and DVBE participation goals and want every sub on the job submitting clean, conforming paperwork.
  • Public agencies and districts that want subcontractors on their projects to understand what they are releasing, and want fewer disputed releases at closeout.
  • Certified small, micro, and DVBE subcontractors who sign waivers every month and have no in-house compliance staff.

How agencies and primes buy it

  • Prepaid scan pool on a purchase order. We invoice a pool of scans (typically 250 to 5,000). No per-seat licences, no subscription, no card required. Same $2-per-document credits as the app.
  • Members join by email address. Send us the list of foremen, office staff, and subcontractor contacts. Each installs the app and links their email; their phone draws from the pool automatically. Personal Gmail and Hotmail addresses are fine — crews rarely share a company domain.
  • Usage reporting. Scans remaining, scans used, and document-type mix by month, with no document contents and no personal data in the report.
  • Vendor paperwork on request. W-9, Certificate of Insurance, our security overview, sub-processor list, and a signed data-processing addendum for agency procurement files.

Small-business procurement

ContraForge LLC is certified as a Small Business (Micro) by the California Department of General Services, Office of Small Business & DVBE Services — certification #2054797, valid through August 31, 2028. State agencies may use the SB/DVBE Option to contract directly with a certified small business for purchases under the statutory threshold, and awards to ContraForge count toward an agency's or prime's small-business participation goals. Verify the certification in the Cal eProcure supplier directory.

What we never do

  • Store the documents. Every scan is processed in memory and discarded; only the risk assessment is kept, with names, amounts, and addresses removed before analysis. See security and the privacy policy.
  • Give legal advice. PaidWrite flags deviations from the statute and explains them plainly. Binding decisions still belong to a licensed attorney — read our disclaimer.
  • Lock anyone in. A pool is prepaid and drawn down; when it runs out, nothing renews automatically.

Email pilots@paidwrite.app with the agency or company name, the project or contract it covers, a rough headcount, and whether you need a quote on letterhead for a purchase order. We reply within one business day. Smaller crews who just want to try PaidWrite together can use the pilot program instead.
